The identity popup / pageactions menu used to appear when you tap the favicon, but this is broken in Metro and we have no plans to fix it, or to bring back this UI in anything resembling its current form. I had thought we would at least need some of the charset menu code, but we might not: See bug 833152 comment 4. In any case, we can always resurrect some of this code if we do end up needing it. For now, let's not ship dead code.
