I am 100% certain I filed exactly this bug before, but I can't find it. On major update we prompt the user with a dialog box that says "Hey you updated, time to find new versions of your addons." We shouldn't. We should either update the addons upon app update or update them somewhat after first launch of the new version in the background. Currently people get interrupted on major update if they've got any addons installed, and they shouldn't. This was mentioned in the Reddit UX AMA: http://www.reddit.com/r/IAmA/comments/19x7up/we_are_the_firefox_user_experience_team_this_is/c8sb47d?context=3

Ugh, even took me ages to find that illusive bug. Bug 760356 is the easy short-term fix that would make it disappear 99% of the time, bug 760346 or something like it would ideally be the long-term fix.
