Steps to reproduce:
1. Launch Firefox
2. Download the stub installer from:
http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mozilla-central/
3. While Firefox is running install the latest stub installer.

Expected results:
Like on Windows 7, the Firefox installer should not require an OS restart every time a pave over is done.

Actual results:
An OS restart is required every time a pave over is done and Firefox is running. On Windows 7 this behavior is not encountered.

Note:
Reproducible also using an Aurora stub installer.

A similar issue where the OS restart was requested after a pave install while Firefox was running was fixed in Bug 800112.

The behavior is inconsistent across Windows Platfiorms:
- the OS restart dialog is requested each time after following the steps from the Description only on Windows Vista and Windows XP.
- on Windows 7 and on Windows 8 I could never trigger the OS restart dialog by following the steps from the Description.

When this occurs could you attach the install.log located in the install directory.

Also, the uninstall.log located in the uninstall directory from before and after it happens.

Is there a firefox.exe.moz-delete or firefox.exe.moz-upgrade file in the install directory?

There are no firefox.exe.moz-delete or firefox.exe.moz-upgrade files in the install directory.
