8500 - CSS and JS fail to work when cached

This page is built with CSS and JS. When starting with an empty cache-dir, it
works all fine. When clicking through to a second page in this site, the page
loads, but without including the CSS and JS. When I empty the cache and hit
reload, both work OK. But when clicking through, the CSS and JS info disappears
again.

I used the nightly build from June, 17. Some previous builds had the same
problem. I run NT4_WS SP5.

I'm moving this to target M9, Necko will be enabled somewhere during late M8 or
early M9.  We will need to get on this and it cannot be postponed past the M9
milestone.

Bug seems to be fixed in nightly build 1-9-1999 (or some before).

P.J., there is no cache in the current builds, that is why you see it working. I
am going to re-open, because this is a good testcase.
