Description:
After manually flashing Unagi User is unable to connect to the internet and marketplace via the cellular network.

Prerequisite: Wifi turned off.

Repro Steps:
1) Manually update to Unagi Build ID: 20130312070202
2) Turn off wifi if it is on.
3) Turn on Data connection and Data roaming in Settings - Cellular & Data.
4) Open browser.
5) Type in a url to a site that has not been visited before.

Expected:
Able to browse to the website.

Actual:
Offline Mode warning message appears. User cannot browse nor open the Marketplace as well.

Repro frequency:
(3/3, 100% on 3 Unagi devices)

If User OTA's the Unagi issue does NOT reproduce. User in this case is able to browse over the cellular network.

Tested on both ATT and T-Mobile SIM cards.
I see a few more errors in the console, not sure if they are relevant:

I suspect this has the same root cause as bug 851366
I don't see any message from commercial RIL in the attached logs. Can you please confirm if you are using commercial RIL?

Please retest per comment 4, and clear the blocking flag if v1.1 is no longer impacted.

This was on Mozilla RIL.
Given this is a smoketest regression against the moz ril, we should at least have a moz developer look at this.   assigning to vincent to take a look

I can reproduce the problem. My STR are  
1. "flash.sh"
2. turn on Data connection in settings. 
3. Browsing the web
or 
a. "flash.sh gecko" 
b. turn on Data connection in settings. 
c. Browsing the web

Because the issue no longer reproduces (comment 12) with a commit that's on v1-train, I think it's reasonable to mark this bug as fixed on branch.

Verified fixed on Unagi 1.1 mozilla RIL.  User can browse websites using the cellular data connection after flashing.
