Open http://www.theverge.com/ in Firefox and Chrome. Try scrolling past the first page header (the big colorful blocks). Notice stuttering on Firefox, not present on Chrome.
This is on a MacBook Air 11".

My MacBook Air died. I can't obviously reproduce with Chrome dev vs Firefox dev on my Early 2013 15" MacBook Pro. Neither is particularly smooth.
Kip, do you see this issue? If not perhaps we can close.

I have reproduced this on OSX Yosemite on a MacBook Pro (Retina, 15-inch, Late 2013) with NVIDIA GeForce GT 750M 2048 MB. The discrete video adapter was enabled.
I used nightly from 2015-08-21, with APZ enabled.
