View Headers All appears to have no effect

Details
When I change the setting from "Normal" to "All" headers,
the headers section of the displayed message glitches, as
if redrawing, but there are no changes to what information
is displayed. The additional headers (Received: lines, etc)
are not displayed.
This is when looking at mail messages from an SSL IMAP
server, in case that's relevant.
