STEPS TO REPRODUCE
   1. http://www.hixie.ch/bugzilla/showattachment.cgi?attach_id=11
   2. Resize your window so that the floats are bigger than the window.

ACTUAL RESULTS
   3. Scrollbar appears.

EXPECTED RESULTS
   Step 2 should not be possible.
