If user inserts the non-vivo SIM card only usage and settings view should be shown.
But in FTE and Non FTE case the Balance and Data usage tabs are shown and disappears.

This should be considered as a performance issue which impacts the loading time/performance of the Cost control application.

Can we measure the improvement by not showing these tabs?  Without numbers to justify it, triagers found it hard to block on this.

This was being tracked in bug 828155 but I like the wording for this bug so I'm going to add bug 828155 as a blocker for this (trust me, it's all the same problem).
