Bookmarks are currently stored in the 4.x-series NETSCAPE-Bookmark-file format.
The only reason I see to keep using it is for backward compatibility; the file
is very hard to parse for someone writing a parser.

Bookmarks, I consider as metadata. It's information that should be easily
processable into other formats. XML is made for this.

Internally, it seems Mozilla converts the bookmarks.html file into RDF. It seems
strange that Mozilla does not keep the bookmarks in RDF already. If RDF isn't
suitable for the task, there are other XML formats, such as XBEL
<http://www.python.org/topics/xml/xbel/>.

For HTML-fication, the XML bookmarks file could easily be transformed  into HTML
by something like XLST.
