1.14 is the last SDK release officially targeting Fx 19. Using the old release process, 1.15 would officially support 20 and 21. In the new system, 1.15's code is shipping as part of Fx22.
alright can we target 1.15 here then?

We're basically done with 1.15 apart from important stuff (since we'd need to uplift to aurora). This looks like code cleanup stuff so I think we should just take it in Firefox 23.
