The Story's extension only passes if the user is on the start screen and then navigates to a page, and then goes back.
In all other cases the story's exstension fails.

Steps to reproduce the issue:

1. Load a web page
2. Load a second web page in the same tab
3. Dismiss the navigation bar if it is visible so only the second web page is shown.
4. Press alt + left key
5. Press alt + right key

Actual results:

In Step 4 - The navigation bar is not displayed
In Step 5 - The navigation bar is not displayed

Expected results:

In Step 4 - The navigation bar should be displayed
In Step 5 - The navigation bar should be displayed

This patch makes backward and forward navigation cause the nav bar to appear.  Although this bug only mentions alt+left and alt+right, reading through the user story makes me believe that the nav bar should appear when navigation occurs through other means as well (e.g. backspace).

Hi Tim, sorry about the delay.

Our current navigation bar contains "Back" function which is redundant with the on-screen "Back" btn. I don't think these two components are supposed to appear the same time. 

We covered this problem on the UX work week. When the user navigates back and forward, the page title and URL are the only valuable information. Our idea is to show a transparent floating panel at the bottom of the screen. It should be read-only, shows only the URL and page title.

As being said, I don't think we should land this. But thanks for catching it, Tim!
