User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:18.0) Gecko/20100101 Firefox/18.0
Build ID: 20130107224849

Steps to reproduce:

Under preferences I have selected a custom setting for history and selected the clear history when Firefox closes option. Under settings for that option I have selected all six items in the history section (but none under the data section). Several restarts of Firefox later, I noticed the thumbnail directory. After a regular shutdown of the whole computer (Linux: "shutdown -h now") and restart, I noticed that the thumbnail directory is not empty, however on restart of Firefox, regular history is cleared.

Actual results:

Firefox does not seem to to clear the thumbnails directory at the same time as clearing history.

Expected results:

The existence of thumnails of my last tabs open is as bad as history not being cleared. It fails to preserve my expectation of privacy (and disk space clearing) that I expect to happen with my "clear everything" history setting.

Firefox 18 is EOL, could you try with FF19 or the new FF20?
WFM on 21, 22, 23 and 24 - thumbnail directory is cleared when history is cleared (either explicitly or if configured to do so at shutdown).
