Opening a html/htm link in Mail does not seem to work. It brings up a new
browser window but does not goto the URL. 

Reproducible: Sometimes
Steps to Reproduce:
1.Open up Mail/News
2.Goto a Mail/Newsgroup Message containing an html/htm link
3.Observe that sometimes the link will always bring up a new browser window, but
sometimes doesnt display anything.

Actual Results:  New browser window opens, link is in URL bar but nothing appears

Expected Results:  New browser window opens, link is in URL bar and link appears

Hitting Enter to the link in the URL bar on the blank browser window will bring
up the correct/expected link,

Workaround: hit reload after the blank window opens.
