I take it this is working fine on other content, and that this is a wont-fix, Kats?
I see http://mxr.mozilla.org/mozilla-aurora/source/mobile/android/base/PromptService.java#305 we call abortPanning() from the LayerView, this was implemented in bug 703279 akin to this one.

The about:home context menu and scrolling are both handled by Android GridView and Android UI framework so technically it's a bug in Android. We can probably put in some sort of workaround for this problem though for consistency's sake.
