**** observed with 2001-06-13-04 trunk buils ****
Steps to reproduce:
- select a message with no Mime info in the body, correct the charset with menu;
- go Edit message as new;
//note: the body is garbled, you can not correct it by setting a right charset
with menu and as a result you can not send it correctly because you'l' get a
warning that message contains different charsets

factually it is the same, 41009 talk only about JA mail, so we either have to
change the summary and add more examples there because PDT got an impression (
if you read comments) that this is affecting only Japanese users, it is not.
