It seems like everybody agrees that we don't need distinct Android NoIon nightly builds on the b2g18 branches. Per-push dep builds give us the test coverage we need. Might as well get them disabled.

Frankly, do we need these nightlies on *any* branch? I can't see any reason why we do.
