Description: 
When user taps "Refresh" button, while connecting to the network, during the FTE, an empty screen with a message "We could not found any wireless network" is displayed. When user goes to a different page and then returns to a "Select a network" page, same screen is displayed. A list of available networks appears only after 15 seconds (approximately).

Repro Steps:
1) Updated to Unagi Build ID: 20130403070204
2) Restart the device or launch FTE
3) Go to the "Select a network" screen
4) Tap on the network 
5) Enter a wrong password and tap "Join" button
6) Tap "Refresh" button while device is connecting to the network
7) Navigate back and forth through the pages 

Actual:
A list of available networks is not displayed when refreshing the "Select a network" page or coming back to it from a different page. Instead, "We could not found any wireless network" message is displayed.

Expected:
A list of available networks is displayed when the user refreshes the page or  comes back to it from a different page.

Suggestion: If a list of available networks can not be displayed immediately, a message should be something like: "Searching for wireless networks"
