Cleaning up bugs marked as l12y and moving them to the locale component. I don't think most of them are still valid, but I'll let localizers check. On this specific bug: a lot of fixes landed on master in the last weeks about time l12y, even if I think pt-BR is not using "h" anymore.

Based on consensus, this has shifted to HH:MM notation. On later FFOS releases, it is now translated following most locales. Marking as resolved/fixed.
