Description:
Time displays in wrong format in Portuguese, "h" is used instead of colon

Repro Steps:
1) Updated to Unagi Build ID: 20130404070202
2) Select Portuguese as the language during FTU
3) Complete FTU
4) Observe the screen

Actual:
Time displays with "h" instead of ":" (08h19)

Expected:
Time shows in regular format 08:19

When language is set in Portuguese it shows a "h" instead of a ":" in between the hour and minute

That's the expected behavior, as this IS the correct time format

Cleaning up bugs marked as l12y and moving them to the locale component.
I don't think most of them are still valid, but I'll let localizers check.

On this specific bug: a lot of fixes landed on master in the last weeks about time l12y, even if I think pt-BR is not using "h" anymore.

Based on consensus, this has shifted to HH:MM notation. On later FFOS releases, it is now translated following most locales.
