Clicking on the scroll bar in the URL drop-down list in the  upper middle and
dragging down results in no movement of the scroll bar until it's lower end is
reached, when it finally gets hooked on the arrow

Reproducible: Always
Steps to Reproduce:
1.click drop-down arrow of URL bar
2.click on scroll bar and drag down until the bar catches on
3.drag it up

Expected Results:  The scroll bar should respond directly to click&drag

In a related matter, the URL drop-down list and its scrollbar do not respond to
mouse wheel movements.
