Selecting to visit site on a cert error page should only provide a temporary cert exception, not a permanent cert exception

Build: Firefox 23 Nightly
Device: Samsung Galaxy Nexus
STR
1. Visit https://summitbook.mozilla.org/ in Firefox for Android
2. Select visit site under I understand the risks
3. Kill the FF Android process
4. Start Firefox for Android from a fresh start and visit https://summitbook.mozilla.org/ again
Expected
We should get a cert error, as we only granted a temporary exception to access the site.
Actual
We gain access to the site. This is incorrect behavior - we only granted a temporary exception to access the site, so we should only have access to it while the browser process remains active.

Apparently this broken equivalently on both platforms, even though the code is inherently different.

Per talking on the B2G version, this might actually be temporary in a different context. Going to check this before sending this into triage.
