Steps to reproduce:

I did nothing. Video hardware acceleration has been working fine for years. As of some weeks back (1-2 months?), Internet text displays strangely. It seems to operate in horizontally blocked chunks, some fine, some blockily distorted, some entirely unintelligible. Scrolling via mouse wheel seems to worsen the problem. I have the same issue on two different computers, both using ATI Radeon hardware, one on a PCI plug-in board, one built into motherboard.
Turning off hardware acceleration resolves problem, but makes the grouped tab selection window far less useful. Turning off smooth scrolling seemed to have no affect on rendering quality.

If so, DUP to it.
The display problems that they report sound similar but not the same. I will investigate, take off the Microsoft patch if present and see if that resolves the problem before calling dup or not.

Dupe confirmed. Uninstall the MS update KB2670838, especially if you don't use IE10 on Win 7, and keep HWA enabled in Firefox.

For whatever reason, the problem is much harder to replicate today. I have seen much worse garble, but these are examples of blocky distortion.
