This is per spec - the gallery app only displays videos taken with camera. Including a couple of people on our UX team to consider for future resolution.

This decision was made a long time ago: the video app displays videos. The gallery app displays photos, plus any videos that were taken by the camera. As far as I'm concerned there is not a bug here. If we're going to display all videos in the gallery app, then we should remove the video app. If we have a video app, then it should be the app that displays videos. If there is a problem with the video app not being good enough, then let's file bugs and make the video app better. But let's not add features to gallery.
David and Alex are correct. The Gallery app is optimized for image viewing. We enable users to view their camera-shot videos in it, because users need to be able to find all camera-shot content (photos and videos) within one app. The Video app on the other hand, is optimized for video content, and will detect video from all sources (camera-shot, stored on memory card etc). We acknowledge that this may strike some as strange—duplicating some content in two apps—but it is in fact well established prior art on competing platforms, and we believe it makes the most sense.
