wrong scroll bar position of firefox in RTL locales

Details
In RTL locale the scroll bar should be at the left hand of window, but in firefox 19.0.2 scroll bar is at right hand.

Was the scroll bar on the left before 19.0.2?

I tested 16.0 and it's on the right. So it's not a regression.
