Update Khronos WebGL conformance tests to 1.0.1. In particular we need this update so that we can include https://github.com/KhronosGroup/WebGL/pull/227 which is required to get tex-image-and-sub-image-2d-with-video.html to pass when running with nvidia graphics using DXVA2 GPU accelerated video decoding on Windows (bug 847267 comment #12).

They're already at 1.0.1, but 1.0.1 isn't *actually* a static snapshot. We just need to update to a newer version.
