bug 860588 and dependents made some unusual changes to the configuration for birch and cypress. Review for what should be reverted for "normal" twigs.
Of special note:
- bug 861292 adds tree closure support to these twigs. Likely needs hook removal and removal from treestatus

The B2G team wants to keep birch as a 2nd inbound for now. So, let's
- revert cypress to a "normal" twig
- change birch priority to match inbound
