Hide the back and plus overlay buttons when showing app bars or in fullscreen mode.
Yuan will define the exact desired behavior, but I have a good enough idea of what we want to write a patch for it.
Similarly, we want to make sure the buttons don't overlay flyout panels on the side (like Options) -- I'm not sure whether we want to hide them then too, or just make sure the flyout is "above" the button.
