I received the following bug report by email; I haven't investigated it yet. I'm not sure whether it's a bug in Phony, Fennec, or AMO. Filing this bug to make sure I remember to investigate after I get back from vacation next week.
Steps to reproduce:
1. Install Firefox Beta for Android
2. From the official 'Add-ons for Mobile' site, install Phony
3. Open a new tab and tap on the Settings button and tap the item labelled 'Phony'
4. Select 'Android (Phone)' as the User Agent
5. Go to the 'Add-ons for Mobile' page, where you will see an information/error bar saying 'You need Firefox to install Add-ons'.
6. Go to any add-on's page and try to install it. You will not be able to as the button is grayed out.
7. Re-do Step 3 and Step 4 and change the User Agent to 'Default' and then try Step 6.
8. Tap Settings > Tools > Addons and uninstall Phony
9. Re-try Step 6
Expected Result:
You should be able to install an add-on from the official site after disabling/uninstalling Phony.
Actual Result:
You cannot install any add-on. The error/information bar still shows, and the Install button is still grayed out. The only alternative is to Clear All Data for Firefox Beta. This is an unacceptable workaround/solution.

Hy Matt. I wasn't able to reproduce this on latest Nightly (2013-05-12) on Samsung Galaxy Nexus( Android 4.1.1). Can you provide more information about the device and version of Firefox? Thanks!

I wasn't able to reproduce this on latest Firefox beta8 (2013-05-08) on Samsung Galaxy R(Android 2.3.4).

And also I cannot reproduce it on Firefox for Android 21 beta 8 (2013-05-09) and Firefox for Android 21 beta 2(2013-04-10)

After a few attempts to reproduce the issue, I've found the STR:
1. Install Firefox Beta for Android
2. From the official 'Add-ons for Mobile' site, install Phony
3. Tap on Settings button and tap the item labelled 'Phony' and select 'Android (Phone)'
4. Restart Firefox from task manager or by force stop.
5. Go to the 'Add-ons for Mobile' page and open an add-on page(e.g. Adblock Plus)
Actual result: Information/error bar: "You need Firefox to install Add-ons" and "Add to Firefox" button is grayed out.
NOTE!: After disabling or uninstalling Phony, you need to restart Firefox in order to install other add-ons.
Although the issue reproduces, it should be investigated if it's a Firefox issue or a "Phony" issue.

I can reproduce.
The "You need Firefox" box pops up *after* the page is loaded, which makes me think AMO is using Javascript to identify the browser, and Phony is doing something that trips it up.
I can go to http://whatsmyuseragent.com/ and it tells me
Mozilla/5.0 (Android; Mobile; rv:26.0) Gecko/26.0 Firefox/26.0
and then I clear my cache and cookies and then go to Tools > Addons > Browse All Addons and I still get the popup.

I can no longer reproduce this bug, though I'm now seeing a different Phony-related bug: I have to kill and restart the browser before any change in Phony takes effect.
Based on comment 6 and some previous experiments I did, I think the bug reported here was the same as bug 814379.
