86156 - Moz and NS6 crash if language pack missing

I have Mozilla and NS6.1b1 on the same machine (Win98 se with EN(US) regional 
settings). NS was installed using the german installer from the web-page, and 
mozilla was already there (build 2001060603). For Mozilla i downloaded the 
german pack from the web (using view/set language region/download more...) and 
it turned out that the package (german for 0.9.1) is "Deutsch(Oesterreich)".

So let's see what I got:

NS6.1b1 with English(US)
             Deutsch(Deutschland)

Mozilla with English(US)
             Deutsch(Oesterreich)

If I start for example Mozilla and set Deutsch(OE), then I exit Mozilla and try 
to start NS6, NS6 crashes at startup. If I start Mozilla and reset to 
English(US) NS6 will work. If now I set NS6 to Deutsch(DE), exit and try to 
start Mozilla, now Mozilla crashes at startup. Only if both are set to use the 
same lang. they don't crash. I only use one user-profile on the test machine.

I know there are some differences between germans and austrians like:

- guten appetit <-> moizeit (=mahlzeit)
- pilsner bier <-> maerzen bia
- wiener wuerste <-> fronkfuata wiaschtl (frankfurter wuerstel)
- de-mark <-> schilling (oipn-dolla, oeslinge) (nur bis 31.12.2001)
- die butter <-> dea butta (=der butter)
- bullen <-> kibara
- "Ich werde verrueckt!" <-> "I wead deppat!"
- etc...

but I don think that they cannot live together on the same continent 
(as long as they have the bavarians as a buffer - you now... weisswurst
and weizenbier, may be we should have a Deutsch(Bayern) pack too,
just kiddin' :-)

The same problems are seen when you select a theme in Mozilla which is NOT
installed in Netscape (or vice versa), and then launch the same Profile with
Netscape. I think we should fall back to some default if we don't find some
chrome the profile wants to launch. I'm sure there is some bug out there about
this, and this is a dupe of that one.

The current de-AT pack for Mozilla has a history of some months and discussions
with [e-mail] - but basically it wouldn't make a big difference if it
would be called de-DE, it currently contains no strings that should be locally
different (as far as I know).

Anyways, I think you never should crash if a profile wants an unistalled part of
chrome but fall back to some default.

If I got its meaning right, the problem might be what bug 71797 is about. I'll
only dupe if I'm sure what the other one is about...

mmh, the other bug is about the skin only, isn't this one about localized
language packs?
Otherwise it can be verified as dupe...
