Steps to reproduce:

1. Navigate to a non-existing page by typing url into location bar (e.g. Engagement/Developer_Engagement/TestPage)
2. Page should link to search and edit pages, but displays the following instead:
[?title=Special:Log&page=Engagement/Developer_Engagement/TestPage search the related logs]
[?title=Engagement/Developer_Engagement/TestPage&action=edit edit this page]

This is entirely correct MediaWiki behaviour. The text "There is currently no text in this page. You can search for this page title in other pages, search the related logs, or edit this page" links to options to create the page, search for the page title elsewhere, and search for the page title in the logs (ie see if it was deleted).

If you want to make an entirely new search then the standard search box remains available.

Actually, this was a valid bug, that has now been resolved elsewhere. See the screen-shot for what the failure mode was.
