86376 - Can't create more than 3 conditions in filter: popups are empty

If I click "more" to create a fourth condition, the popups
for it are empty -- I can't add a fourth condition to my
filter.

Reproducible: Always
Steps to Reproduce:
1. Go to "Message Filters...".
2. Create a "New..." filter.
3. Click "more" 3 times.
4. Scroll down to the fourth condition

Actual Results:  The popups on the fourth row contain no elements.

Expected Results:  They should have "Subject", "Contains", etc. to select.
