There are multiple cases in Gaia where a blue highlight is here but does not trigger a click, or even there is no highlight but a click. The rule should be simple: - highlight == action. action == highlight. There are multiples sources that leads to not respect this assertion and that create some confusion in the UI. This bug will be used as a tracking bug to make the situation better.
Making this an Haida dependency since it makes the product feels unreliable and hurts UX.
