The cost control is not showing the content of any of the tabs upon app startup.

STR:
1. Load cost control app (I have tested this step with a fresh flash, after completing FTE and also without)
2. Observe main tab space - it is blank.

Actual: No content shown
Expected: either tab content from Balance or Internet to be showing

I am still seeing this issue with today's build. After running through the FTU steps for the usage app, sometimes I see the expected screen, which is the "Internet" tab with the graph and "data" and "wifi" indicators, but sometimes I just see a blank scree, with the "Balance" and "Internet" tabs at the top, but nothing in the content area.

This is superceded by recent bugs.
