steps to reproduce:
1. Start the purchase flow for a paid app
2. Choose to pay with credit card
3. Enter all valid credentials


expected behavior:
Once the credit card form has been filled, the Buy button becomes enabled

observed behavior:
The buy button remains disabled blocking purchases
Can not reproduce - I've just done a successful CC purchase - webpay id 3ad8d878ee-8af7-4760-aec1-ce4b1cfeb016, billing config id 10147700
