B2G Cell Broadcast now reads global setting "ril.cellbroadcast.searchlist" and act accordingly. However, that requires every user in Gaia to cooperate to insert/remove their own required channels only while some of them might conflict and results in a disaster.

Vicamo, please urgently expand the bug description and explain _IN DETAIL_ what this bug needs to do and why. I would like to see a complete description of what we do know, and what we should do instead, and why.

Why would different apps need to set the searchlist? Are you talking about user-settings from the Settings app and carrier-specific settings from the System app?
