866447 - Make form.doc set up whiteboard for scrumbu.gs

We're in the process of moving to using scrumbu.gs to organize MDN's doc bugs. We'd like to have it so new bugs filed using form.doc have the whiteboard configured appropriately.

That means adding the following to the whiteboard for each new bug:

c=<component> u=<user> p=0

Where the whiteboard strings are as follows for each possible value for the "Topic" menu in the form:

Add-ons: c=Addons u=mozdev p=0
API: c=API u=webdev p=0

Ping. We did not end up doing our normal Thurs push this week and will be possibly doing one on Monday instead. If you want this form change to be live before next Thursdays push, please take a look at it today if you can.
