Updated patch that uses a normal home directory and explicitly creates the /data/stats/logs/ dir for bid_metrics

Please review my patch and if it looks good to add and configure this bid_metrics user on metrics-logger1.private.scl3.mozilla.com please merge it and deploy with puppet. This is to enable the metrics pipeline to continue functioning after SCL2 is turned down. The network setup has been done in Bug 863108. Kang from Opsec has approved this solution. deinspanjer from metrics has suggested the path on the metrics-logger1 server.
