The overscroll-elimination isn't right in Axis.cpp, resulting in very jittery scrolling when panning at the edge of pages. I found this while working on a fix for bug 833795.
(Since I'll probably be on PTO when the patch is reviewed, please feel free to land and/or uplift as needed if it gets r+'d).
