While we've taken the KVM masters out of production in bug 864364, we can't relinquish the IT resources until we have inhouse chem spill capacity in bug 867593 Once bug 867593 is resolved, this bug can be reassigned to IT for KVM decommission.
note: some KVM buildbot masters will be decommissioned in another bug. This is for the last set, which can't happen until bug 867593 is resolved
