steps:
- get several pages in your URL bar history
- click the down arrow to get the drop-down list
- scroll down to the bottom of the list
- drag the scroll bar back up

result:
the scroll bar and URL history jump up three or four lines, then scroll normally

expected:
the scroll bar and URL history should not skip lines

this is a dupe of the "can't drag scrollbar thumb" bug (which refers to
clientX/clientY being mis-calculated

feel free to mark it as such if you know the number, the only close bug i could
find is 46347.
