Steps to reproduce: 1. Scroll a bit to display the scrollbar 2. Mouse over the scrollbar to display the gutter and the larger scrollbar Actual result: Gutter and scrollbar immediately get the larger width. Expected result: Gutter and scrollbar transition to the larger width.
