+++ This bug was initially created as a clone of Bug #856074 +++

STR:
1. Enable Airplane mode
2. Make an emergency call from the dialer

Observed behavior: first show a screen which has two buttons, then show screen has one button.

Expected Behavior: get a dailing screen which only has one red button for hang up

Saw some different behavior in gaia-master when Pin code is enabled.

Once pin code is enabled, the pin code input field appears in emergency call, instead of two layout.

Once pin code is disabled, this issue occurs.

It's not apparent in bug 856074 that this truly blocks the work being done there, what does this bug have to do with the other? This bug looks more like UX polish and doesn't affect functionality of emergency calling. 

If you renominate please state clearly what the impact is beyond what we see here currently and also it will need a partner champion.
