87017 - no quote button on email composition window

There is no quote button on email composition window.
Nor is there a menu item for this.
Used when we want to quote to some messages - not turn on the auto-quote feature 
on the Prefs

Reproducible: Always
Steps to Reproduce:
1. Compose email (without auto-quote turned on)
2. Notice lack of Quote button
