The SocialAPI buttons should not be removable. They should also be positioned directly beside the menu button.

https://hg.mozilla.org/projects/ux/rev/0adccd52443e set nooverflow="true" on the social toolbar buttons and they already had removable="false" so they can't leave the navigation toolbar and they can't get moved to the overflow panel. I don't think there is a requirement to keep the social toolbar buttons adjacent to the menu button, so we can close this bug out as no additional work is needed.
