Reproducible: Always
Steps to Reproduce:
1. Start browser.
2. Start composer (Ctrl-4).
3. Press Image button.  Image Properties dialog box opens.
4. Observe the right of the "Image URL" input field.  "Choose File..." button is
missing.
5. Close Image Properties dialog box.
6. Press Image button again.
7. "Choose File..." button is shown on the right of the "Image URL" input field.

Actual Results:  "Choose File..." button is missing when "image properties"
dialog box is opened for the first time.

Expected Results:  "Choose File..." button should always appear whenever the
"image properties" dialog box is opened.
