Actual results:
The default theme is disabled but there is no "Enable" button. See attached screenshots

Expected results:
There should be an "Enable" button

Note: Same behavior after updating to FF 21

Repro on FF 12 http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/12.0-candidates/build1/partner-repacks/
Couldn't find partner repack builds older than 12.
I think this is as designed. Partner branding is part of the theme and I think they probably want to prevent that from being removed. Please reopen if I am wrong.

Disable and then re-enable the yahoo theme, makes the default theme "enable" button to appear. See the screenshot.
Thanks Paul. There might be a bug here specific to partner repacks but I'm not sure. Someone more familiar with these builds will have to comment. That said this seems extremely trivial to me and is not a regression, thus unlikely to get much developer attention, if any.
