Follow up work leftover from font-variant implementation, bug 549861, comment 54.
"I think now that you're adding a third thing that needs to be
cleared, you should consolidate those three calls into a method called
nsPresContext::AtRulesChanged rather than listing all 3 in 2 places.
(I probably should have done that sooner.)"
