STR:
1) Download Firefox 10.0.2 or any older version
2) Install and launch Firefox with a new profile
3) Notice that the whats new page says you are up to date
Expected Result:
1) It should say your Firefox version is outdated and prompt you to download latest shipping version

This has been fixed by the new unified download experience (Bug 868199). The older versions of Firefox are now redirected to http://www.mozilla.org/en-US/firefox/new/ and the page says "Looks like you’re using an older version of Firefox"
