convert style sheet change event interfaces to Web IDL and stick [No
Interface Object] on them
From https://bugzilla.mozilla.org/show_bug.cgi?id=839103#c23, we should convert nsIDOMStyleSheetChangeEvent, nsIDOMStyleSheetApplicableStateChangeEvent and nsIDOMStyleRuleChangeEvent to Web IDL and put [NoInterfaceObject] on them so that they don't appear on the window.
Marking them with [ChromeOnly] instead of [NoInterfaceObject] because they have a constructor.
