873218 - Change default skin from "Dusk" to "Mozilla"

* I recommend that we change the default appearance / skin for Mozilla's instance of bugzilla from the current site default ("Dusk") to "Mozilla", for the following reasons:
1) it's more beautiful. Many new Bugzilla users find Bugzilla ugly. The default "Dusk" skin is a big reason why -- it's harsh and visually unappealing. 
2) it's more on brand. Mozilla has adopted the sandstone look and feel for other key online properties. Let's do the same for bugzilla, to create more visual consistency.
3) it's nicer and easier for users. Especially new users. Users I talk to report enormous benefit from changing the skin in their user settings. But this option is unknown for many (I only just discovered it after three years at Mozilla). 

I think making this simple change would go a long way toward making Bugzilla more humane for new community members.

There are quite a few issues that need to be worked out before we can make it the full time theme for BMO. Mainly the punchlist items listed in bug 813632 as well as the open bugs in this component. We are working on finishing some other goal items at the moment and we hope to get back to this task very soon and focus on it to completion.

reverted due to bug 906667.  it'll be back as the default soon.
